			<content:encoded><![CDATA[<p>MICHAEL WEBSTER: Syndicated Investigative Reporter: Wed Jan 14, 2009 at 1:00 PM PST <br/><br/>The US Department of Defense considers Mexico one of the two governments in the world most likely to suffer a “rapid and sudden collapse” that could require military intervention.  A section on “weak and failing countries,” of a report recently released by the US Joint Forces Command says that narcotraffic and organized crime could generate a chaotic scene and the army would be obligated to respond for reasons of national security.  At the end of 2008, the US government declared the Mexican drug cartels to be the greatest threat to its territory. <br/><br/>In their meeting Monday, President-elect Obama and President Calderon agreed to establish an alliance to work bilaterally in combating drug and arms traffic, commerce and migration.  This is Obama’s first meeting with a president of another country since his election.  He also promised to collaborate with the Mexican government in matters of security.   <br/><br/>President elect Obama met with Mexican President Felipe Calderon, continuing a longstanding tradition by which new American presidents meet with their Mexican counterparts. <br/><br/>Emerging from a private lunch at the Mexican Cultural Institute that lasted over an hour, President-elect Obama expressed his commitment to advance cooperation on a range of issues, including security, the economy and immigration. <br/><br/>“On security, President-elect Obama underscored his interest in finding ways to work together to reduce drug-related violence.  He applauded the steps that President Calderón has taken to improve security in Mexico and expressed his on-going support for the valuable work being done under the Mérida Initiative.  Obama said he believes the cooperation under the Mérida Initiative can be a building block for a deeper relationship.  <br/><br/>Obama expressed support for President Calderón’s pet project for the United States and Mexico to eradicate drug-related violence and stop the flow of guns and cash into Mexico.  He told President Calderón that he intends to ask the Secretary of Homeland Security to lead an effort to increase information sharing to strengthen those efforts.   <br/><br/>Calderon, whom U.S. officials have praised for deploying troops to fight cartels and capturing top drug kingpins, helped him win a multimillion-dollar, anti-drug aid package from the Bush Administration late last year. Interestingly Obama supports that plan, known as the Merida Initiative. <br/><br/>Obama further said he is an admirer of Calderon&#8217;s stewardship of Mexico&#8217;s economy, as well as his efforts to fight deadly drug violence. <br/><br/> According to the U.S. Joint Forces Command there is one dynamic in the literature of weak and failing states that has received relatively little attention, namely the phenomenon of “rapid collapse.” For the most part, weak and failing states represent chronic, long-term problems that allow for management over sustained periods. <br/><br/>The collapse of a state usually comes as a surprise, has a rapid onset, and poses acute problems. The collapse of Yugoslavia into a chaotic tangle of warring nationalities in 1990 suggests how suddenly and catastrophically state collapse can happen &#8211; in this case, a state which had hosted the 1984 Winter Olympics at Sarajevo, and which then quickly became the epicenter of the ensuing civil war. <br/><br/>In terms of worst-case scenarios for the Joint Force and indeed the world is Mexico a large and important country bordering the United States and could be facing a rapid and sudden collapse. <br/><br/>The Mexican possibility of a failed state may seem less likely to many, but the <br/><br/>Government, its politicians, police, and judicial infrastructure are all under sustained assault and pressure by criminal gangs and wealthy Mexican drug cartels. How that internal conflict of which many experts believe is actually a civil war turns out over the next several years will have a major impact on the stability of the Mexican state and therefore the U.S.  Any descent by Mexico into chaos would demand an American response based on the serious implications for homeland security alone. <br/><br/>Mexico poses a real threat to the national security interests of the Western <br/><br/>Hemisphere. In particular, the growing assault by the warring Mexican drug cartels and their many gangs of thugs on the Mexican government over the past several years reminds one that an unstable Mexico represents a homeland security problem of immense proportions to the United States. <br/><br/>U.S. Joint Forces Command (USJFCOM) is one of DoD’s nine combatant commands and has several key roles in transforming the U.S. military’s capabilities. <br/><br/>Headquartered in Norfolk, Va., the command oversees a force of more than 1.16 million dedicated men and women, spanning USJFCOM&#8217;s service component commands and subordinate activities. The command is comprised of active and reserve personnel from each branch of the armed forces, civil servants and contract employees. <br/><br/></p>

Mexico is not exactly a first world country, but, at least in its metropolitan areas, it is far from a third world country.<br />
It is also home to a fine medical school at the University of Guadalajara, where a lot of American students receive their medical degrees. Guadalajara is also the location of the prestigious Institute of Reconstructive Surgery which has been educating physicians from around the world in the latest surgical techniques for over 35 years.<br />
Guadalajara alone has more than 75 certified plastic surgeons and most of the hospital facilities are first rate. Another benefit is the culture of care you will find in Mexico. Unlike most US doctors who seem to be in an eternal rush to get their patients out of their offices, in Mexico doctors spend time listening to their patients&#8217; needs and responding to their concerns.<br />
Most of the doctors in Mexico speak at least a little English. Many of them have taken graduate courses or have done their internships and/or residencies in the States. Some are Board Certified by US licensing agencies.<br />
In addition to Guadalajara, there are many fine plastic surgeons in Mexico City and the northern city of Monterrey. There are also many clinics along the Texas, Arizona and California borders, but there you are taking a bigger chance that the care will not be first rate. If you are considering a border clinic, take extra care in checking out the physicians and the facilities.<br />
The cost of a face lift in Guadalajara is about $2500 US. A full suite of services including lifting the eyelids and forehead will run about $6000. These include your hospital or clinic stays.<br />

In many cases, you can arrange to recuperate in a pleasant facility with round the clock nursing care. By the time most of the swelling and bruising are under control, you will be ready to return home with your new look.<br />
There is a downside however. One of the reasons US care is so expensive is malpractice lawsuits. One of the reasons that Mexican procedures are so cheap is that malpractice is not recognized in Mexico. So, if something does go wrong, you will have no recourse.<br />
However, thousands of Americans, Canadian and even residents of South America flock to Mexico every year for face lifts and other cosmetic procedures. I have been living part time in Mexico for over nine years and have many friends who have had successful surgeries.<br />
Check out the credentials of any physician you are considering carefully, Try to get references. If possible visit one of these cities beforehand so that you can become familiar with the facilities available and you can meet with some of the plastic surgeons.<br />
There is a large ex-patriot community in and around these cities. You can always find help and references by visiting with some of these residents, who are among the biggest consumers of this type of care.<br />

Due to recent trade agreements made between the United States, Canada, and Mexico, called the North American Free Trade Agreement (NAFTA), and bank trusts, called Fideicomiso, foreigners are allowed to purchase land in Mexico. American Title companies are also involved in the purchasing process, allowing for secure transactions. <br/><br/>What is the North American Free Trade Agreement?<br />
In 1994, North American Free Trade Agreement (NAFTA) between the United, States, Canada, and Mexico was formed as the world&#8217;s largest free trade area, allowing for purchasing land safely in Mexico. The agreement allows for economic growth and rising standards of living in these three countries, while establishing a strong foundation for future growth and setting an example of the benefits of trade liberalization. <br/><br/>Today, nearly 1.5 million Americans own property in Mexico. As a foreigner, the buyer can obtain all the rights of ownership by setting up a bank trust, similar to a US family trust, known as a Fideicomiso. <br/><br/>What is a Fideicomiso?<br />
A Fideicomiso makes a buyer the beneficiary of the purchased property, allowing the buyer to use, lease, sell, will, improve or encumber the purchased property. The Trust does not give direct ownership to the foreign beneficiary. Instead, it establishes the legal basis by which the bank holds the legal title to the property in order to act on the foreigner&#8217;s behalf. <br/><br/>The Foreign Investment Law, which was amended in 1993, allows the trust to be established for a term of 50 years and is renewable anytime during its existence. The beneficiary can instruct the bank to sell or lease the property at any time. The bank (trustee) holds the trust deed for the person who purchases the property (beneficiary). The property is not part of the bank&#8217;s assets and cannot be liened or attached for any other obligations. <br/><br/>Why was a trust system established?<br />
The Mexican government established the trust system as a protection for foreigners interested in owning property in Mexico. By making ownership pass through the trust process, the bank is required to check ownership, insurance, and liens against the property. There would be an automatic review of the transaction, thus ensuring valid ownership and no outstanding indebtedness of the property <br/><br/>When is a bank trust issued?<br />
Bank trusts are established by a Mexican Notario (Notary), following the receipt of a permit by the Minister of Foreign Affairs. This procedure is routine due to the large number of foreign property owners. The forms are standardized and the entire process is usually completed by the notary as part of the closing procedure <br/><br/>How does First American Title Company ensure property purchased in Mexico?<br />
First American Title Company works to ensure that any claims will be handled in the U.S. without the buyer having to go through the Mexican court system. That means that the title agency will stand by the buyer in response to a challenge to the buyer&#8217;s title in Mexico. <br/><br/>First American was the first U.S. Company to issue title insurance policies on Mexican land and it is the most used agency. Mexican banks don&#8217;t offer the kind of generous home loans that we enjoy in the United States.  On the other hand, US lenders were hesitant to write loans for property located outside of the country that they had very little control over.  However, with the huge surge of more adventurous retiring Baby Boomers and a US housing market that seems to have reached a plateau, people are finding more and more ways to buy investment property in Mexico. <br/><br/>The most popular way to purchase property in Mexico is to pay in cash.  The cost of property is so much less than here in the United States that many homeowners can use a second mortgage or the profit from an investment sale and pay for a property in Mexico outright.  The gem of the Mexican real estate market today is the Costa Maya, a 57 mile strip of white sandy beachfront located along the Caribbean Sea where entire lots are selling for as little as $60,000.   <br/><br/>Paying in cash from the sale of investments is the least complicated way to buy property in Mexico and the most affordable.  Interest rates on international loans are, not surprisingly, higher than a standard property loan.  Additionally, there are fewer restrictions.  Since the concept of an international property loan in the US is still in its infancy, lenders have a tendency to be ultra-cautious.   <br/><br/>However, for those who need to or prefer to seek out an international property loan, the choice is a viable solution.  Buying property in Mexico today can be an extremely lucrative investment.  Those who invested in Cancun in its &#8220;early days&#8221; just 30 or so years ago have made incredible returns on their investment.  The once quaint fishing village now has become one of the most popular tourist destinations and retirement hotspots, with property values in excess of $1 million.   <br/><br/>With an international property loan, expect to put down at least 30% and a repayment term of 20 years.  Normally, you&#8217;ll have to show that the property is a second home or vacation home, and will not be your primary residence.  Lenders want to make sure that you still have ties to the US and so will still have an incentive to pay back the loan.    <br/><br/>Another trend is international financing companies located in Mexico, that are partnered with US companies, looking to tap into the fast growing American interest in investment property in Mexico.  Companies such as Houston based ConfiCasa Riviera Maya advertise cross-border loans with current rates between 7.99% and 11.98% depending on credit score, the amount borrowed, and the length of repayment. ConfiCasa offers interest rates as low as $50,000 as well as development loans, ideal for investors looking to get in on blossoming coastal development in its infancy.   <br/><br/>Lack of financing is no longer a reason to put off buying investment property in Mexico.  Of course there will be more work involved with buying international property, but with the housing market leveling off and predicted to drop, it&#8217;s time to look into real estate investment opportunities with more potential for big returns. From Lake El Salto to Huites and Baccarac, Mexico offers a smorgasbord of options. Let&#8217;s take a brief look at three of the most popular bass fishing in Mexico destinations.<br />
Lake El Salto<br />
Double digit bass are a feature of Lake El Salto situated in close proximity to Mazatlan. While fishing is good all year round, the prime months are usually from September to June. There are various packages available to anglers including one day trips from around $500 up to three and four day packages which could set you back anything from $1000 to $1600.<br />
